EU-migrant children`s right to healthcare in Sweden

The recent years of economic crisis and unemployment within the European Union has lead to an increased mobility among vulnerable EU citizens seeking work outside the country of origin. From 2012 to 2014 the number of vulnerable EU citizens coming to Sweden rose sharply. Today, most of the vulnerable EU citizens in Sweden are homeless and make their living by begging on the streets. Some of them have brought their children with them in the hope of a better future. These children live with their families in poverty without stable housing and access to school and are many times exposed to unhealthy and unsafe situations. Children of vulnerable EU citizens belong to an already vulnerable group and it is therefor essential to investigate their possibilities of gaining access to healthcare, as a vital part of their welfare.

The overall aim of this post-doc project is to study and analyze EU-migrant children’s right to healthcare in Sweden. The purpose is to provide an overview of the relevant national regulation and map out areas of concern. One research question that will be analyzed is whether the legislation on EU-migrant children`s right to healthcare in Sweden is in accordance with the right to health and non-discrimination under several international treaties, requiring contracting states to provide health care to the entire population on equal terms. Other questions to be investigated are why the healthcare legislation makes a distinction between children of vulnerable EU citizens and children of Swedish citizens and if that is in line with the best interest of the child, the child’s right to health and the child’s right not to be discriminated against. The study will also include an empirical study on how the different Swedish county councils apply current regulation in situations where children of vulnerable EU citizens seek healthcare.
